Starting Thursday, August 22, 2024, Sterling is experiencing online access issues in multiple US counties. As a result, delays for criminal and civil records in the following jurisdictions may be expected:
- California: Alameda, Santa Barbara, Santa Cruz
- Georgia: Fulton, Gwinnett
- Illinois: Kane
- Kansas: All county jurisdictions, except Johnson County
- Tennessee: Shelby
We have secured alternate fulfillment options for these jurisdictions until online access is restored. Turnaround times via alternate fulfillment methods will be delayed and will vary by jurisdiction. Summary:
On November 8, 2021, John Carney, the governor of the state of Delaware, signed Delaware’s Clean Slate laws Senate Bill 111 and Senate Bill 112, expanding access to Delaware’s mandatory expungement process. The legislation was introduced in two stages:
- The first stage went into effect January 1, 2022, and provided expanded access to Delaware’s mandatory expungement process. In general, Delaware’s Clean Slate Act:
- Provides expungement for some criminal records for Delaware residents who remain crime-free for a certain period of time.
- Applies to juvenile and adult records, and includes some drug possession and underage alcohol consumption charges.
- Makes additional felony convictions eligible for mandatory expungement 10 years after conviction if a person has no prior or subsequent convictions.
- Allows requests for expungement of certain records that aren’t automatically expunged.
- The second stage, effective Thursday, August 1, 2024, makes mandatory expungement automatic and expands expungement access to a larger percentage of the population than the prior petition-based system.
Takeaway:
As a result of Delaware’s automatic mandatory expungement now in place, you may notice discrepancies between records you obtained after August 1, 2024, and records obtained prior to that date.

The Department of Justice (DOJ) National Sex Offender Public Website (NSOPW) continues to be intermittently available due to data source issues with multiple states. As a result, ongoing service turnaround time delays are impacting Sterling as well as other Consumer Reporting Agencies using the NSOPW. Hurricane Debby made its final landfall in the Southeast US today, Thursday, August 8, 2024, impacting North and South Carolina. Its impact is expected to progress upward through the Mid-Atlantic and Northeast states. The area is now under a tornado watch and is currently experiencing dangerous travel conditions, widespread flooding, and power failure. As a result, criminal, civil and verification searches with external dependencies may experience delays. U.S. identity support sites in the impacted area may be closed – users may experience higher than normal wait times at nearby locations outside of the storm impact area. Drug and health testing may be delayed as clinic sites and laboratories in the impacted area may be closed until conditions are safe. Additionally, specimen transit times are expected to be impacted due to flight delays and cancellations. We recommend that candidates and employees call their chosen clinic site to verify hours of operation before visiting.
